Can the state of Missouri, or a county (Platte County) garnish you if you work in another state (Kansas) for back state taxes?

A taxing agency can recover unpaid taxes by garnishing wages if they can find the debtor and the source of the wages (the employer). But, would now be a good time to contact the agency and discuss either a payment plan or, better still, a settlement for a lower amount. That saves the agency the cost and time of pursuing you. Just a thought.
