Legal Question in Traffic Law in Missouri
can a city cop write traffic tickets and mark out city court changing it to state court in the county? thought they only write city ordinance violations?

It kind of depends upon where the ticket was issued. In some Counties, municipal officers are allowed by ordinance to issue citations for the county. In most cases, all officers can arrest for violations of state laws that they observe occur. A ticket is technically a modern substitution for an arrest. The facts that the officer scratched some of the preprinted information ofa cizatation form, may help the defense. But, it probably does not make the ticket void for sure.
