Can a cop pull you over, off duty, and write you a ticket several days later?

A ticket is an allegation that someone violated the law, not a conviction. There are few things that prevent an allegation. If the accused denies the allegation, the prosecutor must prove the case. The officer being off duty, and waiting several days to make the allegation, can make it tougher for the prosecutor to make their case against the accused.
