driving with out a license and involved in an accident

I was involved in a car accident where the other driver rear ended me, the accident was totally his fault, and I also suspect that he had been drinking prior to the accident, but of course have no proof. He stated that he was a police officer, but did not want to call the police because he was in a hurry and it would be a time consuming process. And being that as I do not have a drivers license I readily agreed to just exchange insurance info so we could both be on our way. My questions is this: Even though I do not have a drivers license and therefore should not have been driving, can he still be held responsible for the damages done to my vehicle?

Generally speaking, the person who causes the collision is legally responsible whether or not the other driver has a valid operator's license in effect at the time of the collision. If the other driver was insured, his insurance company should make a settlement on your claim for property damage regardless of your failure to have a valid license.
