My mothers accident

My mother was in an accident and was cited with C&I, failure to stop at stop light and no seat belts. Will she need a lawyer for this? And are there investigators that invetigate accidents to determine the fault?

Your mother definitely needs an attorney. She must do whatever is necessary to avoid a conviction which the other party in the accident might use against her in any civil suit which may result from the accident. Also, there are accident reconstruction experts who you can hire to reconstruct the collision and give their opinions as experts in court if necessary.
