If I lost my license and have fines from 1991 in one state am I eligible to get my drivers license back legally in a different state?

If you misplaced your actual license from one state, it should not prevent you from obtaining a license from your new state. If your driving priveleges were suspended or revoked by one state, the other state will probably not issue a license, unless they do not catch the suspension/revocation.
Having fines still owing in state A does not prevent you from getting a State B license when you move to State B. If State A suspends/revokes your State A license because of the unpaid fines, then State B may refuse to issue a State B license until you get the supension or revocation ends. State A won't do that until the fines are dealt with. In that case, the State A unpaid fines would be preventing you from getting a State B license.
