Legal Question in Traffic Law in Missouri
Given proper safety accommodations(safety harnesses, etc.), would it be possible to use a semi's trailer as a passenger cabin legally and charge fare?

It might. But, there are numerous issues that would have to be addressed. You should consult directly with administrative law and civil practice attornies in your area, in order to start exploring the costs in time and money, for such a venture.
