Legal Question in Traffic Law in Missouri
how can I protect my neighborhood?
There is a problem on our street with speeding, loud exhaust noise, running stop signs and screecing tires. You know how it goes. The police say there is nothing they can do. ''we do license and insurance checks there and come by when we can...I don't know what more we can do'' They say that they can't afford to set an officer here. My calculations indicate that an officer here one shift would poduce enough income to support 3 officers if he or she were a slow typist.
I have been told that I couldn't file a peace disturbance complaint without knowing who the driver was. I would have to know them or stop them to be able to positively ID them. Well I have stopped and warned several people to follow the law in our neighborhood called and reported several to the police that were never stopped or questioned so I finally stopped and filed a complaint on one. Now I have a disturbing the peace charge against me. This partiular vehicle does pizza deliveries for Pizza Hut. He races past my home several times a day rattling windows and drowning out any conversation if you know what I mean. If he were to call my home that often he would be charged with harassment. I couuld unplug my phone or block the number. What can I do? Move?

There may not be a "legal" solution to your problem, but there may be other ways to approach it. Have you enlisted the support of others on your street? If enough residents join together and bring this to the attention of the mayor, or city council, or chief of police, you might see some action. Have you considered calling the Pizza Hut and talking to the Owner/manager? I bet that they do not want their drivers driving recklessly. Finally, have you thought about contacting the local newspaper or televison news people to see if they might have any interest in a story? the heat from the bad publicity might get some action for you.
