traffic ticket/failure to register motor vehicle/no plates
can i be arrested for this offence if it is the only violation i am guilty of or charged with

Yes, you can be arrested for expired or missing tags. But the word arrest encompasses more than being taken to jail. When an officer give you a citation ticket, that is a form of arrest in the eyes of the law. If they can stop you for th etags, they will talk to you and look through the windoes of yoru car to see if there might be other laws broken. They might be authorized to search your vehicle, or possibly you. So, if you do not want an officer rummaging through your stuff, get your tags current.
