filing a petition

Can I file a ''heir at law'' petition in a missour court? I was told by a law office that it had to be a lawyer. Is this true? if not, how do I do it?

A Petition to determine heirship is recognized by the State of Missouri, after a year has elapsed since death, and the property has nto otherwise been dealt with. Some probate judges will aceept pro se petitions. however, since you are in Oregon, it seems odd that you woulod consider a pro se Petition, that might require an appearance in the probate court, and reponse to any other people do Notice, after time to repond. Unless you plan to spend a prolonged time in Missouri, you may have to make several trips here.
