If your question is can an heir get a copy of the will after the death of the person making the will, the answer is yes. Contact the probate court in the county where it is being administered. Actually, anybody can get a copy. There may be a fee for the copies.
Before the death of the person involved it's entirely up to the person making the will. Nobody is "entitled" to see it at that time.
