my mother and sstepfather were married for 39 years, mom died 2 months before my stepdad, my stepdad put the property in his only daughters name after mom died, does moms 4 children have any legal rights to the property?

Under teh facts you described, yoru mother's probate estae waw top be split between her surviving spouse and her children that preazated the marriage. IF it has nto yet been ayear since yoru mothe died, you shoudl seek tpo have an estea opened for her. In that estaet the Personal Represetnative (PR) can seek to have the property brough back into the estate.
