if you want to move out of the state to live with a different relative and your under the age of 18, does that relative have to adopt you or can they just sign you up for school and take care of you while your parents still have right over you?

If your parent(s) consent to you living with the relative and going to school there, they can give that relative permission to house you and for you to be enrolled in school there. It is sort of up to that school district as to how formal the permission has to be made.
If your parents do not approve of the move, then the other relative would not be able to adopt you without proving that your parents are unfit. They might be able to sue to become your gaurdain through the probate court. But even that would require a strong showing of danger to you and probably abuse.
