Legal Question in Wills and Trusts in Missouri

I have an older half sister who my father signed his parental rights over to her stepfather when she was little. Does my half sister have any rights to his estate if there is no will or trust? She lives in TN and my father lives in MO.

If there was a step-parent adoption, then the adopted child is the legal child of the step-father for all purposes and would not inherit from the biological father.
