My step mother is my dads power of attonery does that give her the right to close out joint accounts my sister and dad my brother and dad me and my dad that you for your answer

I think that what you meant to say is that your step-mother is your Dad's attorney-in-fact pursuant to a power of attorney. Usually, general powers of attorney authorize the attorney-in-fact

to do whatever the principle (grantor of the power of attorney) could do. If the specific power of attorney in this case authorizes it, then the answer would be "yes", your step-mother could close out those accounts since your Dad could have done so.
