With which level of government or private agency can real property have ''names'' of heirs added tothe title. As in TOD etc?

You would record such a deed with the Recorder of Deeds for the County in which the property is located.

In Missouri we use Beneficiary Deeds under which the owner(s) of the real estate transfer the ownership to whoever they want to have it upon the death of the owner(s). This Deed is recorded with the County Recorder of Deeds in the County where the real estate is located. During the owner(s) lifetime(s) the owner(s) can do whatever they want with the real estate, including selling it, because the owner(s) still own it. Title is only transferred upon death. It would be a good idea to have an attorney advise you on your specific situation and perhaps prepare such a Deed for you. Good luck.
