Legal Question in Workers Comp in Missouri

We have a letter from the doctor that states: He has a permanent partial disability rate of 20% at the level of the fifth finger.

We're wondering if the way this is worded means that his whole finger is partially disabled?

That is indeed what the rating means. After the 2005 changes to Workers' Compensation law, that is the only rating the judge will see UNLESS you have a rating. Since few workers know where to get a rating, that means the insurance company's rating is the only one that will matter. If your injury affects the entire hand, that rating is dreadfully low in most instances. Even if the injury only affects the finger, which is doubtful, it may be low.
