Legal Question in Immigration Law in Moldova

Hi, I am applying for a US tourist visa. When in the US I have gotten a citation, and the counselor asked me if I got arrested and I said yes. Which is not true. Now she said that I have to go and have a medical exam, but I am wondering that since I did not understand the reason between arrest an citation I still have to do it. After all, it was just a citation.

Obviously, the officer after your reply about the arrests, which were not, have doubt in your mental health. This made him send you to the medical control. They have such righst.
