Is it possible to legally start an LLC without a Federal Tax ID Number?

Yes. But it is not possible to open a bank account or register with state agencies which require registration by law such as worker's compensation and unemployment, etc.
One cannot borrow money without an EIN, for example, and one will never do much business without it.
It is a requirement of living in the US and operating an LLC or any other business for that matter.
