prior sex convictions w/ new sexual harrassment charges
can prior sexual assault convictions be brought up in a sexual harrassment charge that has been filed?

Depends. They can be brought out to prove a lack of mistake, or if they go to credibility. They may not be brought out to show a motive or common scheme or plan. They may also not be used on a direct case in a criminal case without prior permission of the court. Since many of these rules are state specific you should speak to a lawyer in your neck of the woods as soon as you can.
