Can you pass in residential areas?
Is it legal to pass another vehicle in a residential area within the speed limit? Also, is it possible for an off duty, un-uniformed, officer on foot to take you to his personal residence and write a ticket for both vehicles involved? Can the car being passed be penalized for the other vehicles actions merely because they are an acquaintance? If there are no "No Passing" signs posted in the area is it possible that would hold up in court?

The general rule on passing in residential areas is yes, it is legal. There are many exceptions to the general rule and some of them may apply in your case.
