Petitioner (whether a state agency or one parent) files a petition to terminate parental rights, and properly serves the Respondent parent. Respondent parent has to file an objection within the time allowed. The Court will set a hearing, then issue a ruling. If Respondent does not file a timely response, the Court can issue an order terminating Respondent parent's rights after that parent's time to answer expires.
