Employees versus Contractors
What is the legal requirements in determining if a company should hire employees or consultants? If so, what governing agencies does this jurisdiction and requirements fall under?

The legal needs depend on the employers goals. There are certain requirements for independent contractors which will influence the employer's obligations, and will also affect required coverage for witholding of taxes, umemployment insurance, workers comp, etc.

Alot depends on the reqs of the work to be done, e.g. how technical, compensation paid, hours needed, level of supervision, tools required etc.
