Legal Question in Employment Law in Montana

Employment Orientation

My brother is applying for a job and they want to charge him $100 for his orientation. I have never had to do this, nor have I or anyone else I have spoken with, heard of paying for orientation. Is this legally allowed or are they scamming him?
