Legality of Paying a Bonus to Public Employees

We are an agricultural public entity (considered a state agency). In years past, employees received a year end bonus. This practice stopped because they were told it was illegal. I cannot find a reference backing up the claim that it is illegal. Can you help? Our income comes via water rights assessments.
