Health Standards
In my friends apartment, when it rains, the roof is always leaking. He brings it up with his landlord and the landlord says that there is nothing they can do about it. Is this a violation of health standards and if so can he get out of his lease without penalty.

It is a violation of the lease. The landlord needs to repair any defects. My suggestion is to write a letter to the landlord stating that the lease will be terminated unless he fixes the problem.
