If a person is not yet passed on, how can another person contest the will of that person?

I don't think you can. You can go talk to the person about it or write them a letter about the issue. The person can always change their will. I would think that you would not have standing to contest a will until it is admitted to probated. I would contact a lawyer as it depends upon the facts and circumstances of your case.
