Missing funds pay back.
Is there a law against a manager requiring all employees to pay a percentage of missing funds when there is no clear at fault individual?

Generally, the manager can't require you to contribute to missing funds. However, with some exceptions, he can fire you at any time for no reason at all. You have to decide which is more important. I would advise you to sit down with an attorney and discuss all the facts of your case. The manager may be in violation of other employment laws.
