Legal Question in Technology Law in Nebraska

phone numbers on a web site

I want to set up a web site where (for free) people can submit ratings on other people they've dated, and I need some way to uniquely identify each person, so there wont be tons of duplicate entries. Obviously with dating a phone number is the best way to tell if it's the same person or not, but I don't know the legal issues behind that. The number wouldnt be posted on the site, or accessable to users and it would be encrypted to protect their privacy, but users could search for people based on it.

Basically I'm just trying to find out what the legal implications behind that are, and if it's allowed, what sort of disclaimers and such I would need.

Any ideas?

My advice to you would be to have very clear terms of use and privacy policies, requiring, in part, that the users who submit the phone numbers will ultimately indemnify you for third party claims made against you.

I would strongly recommend you speak to an attorney like myself, or another attorney versed in Internet law.
