Can a naturalized citizen become President of the United States by becoming Speaker of the House, and succeeding to the Presidency after the death or resignation of both the President and Vice President?

No. The Constitution says only those who have been citizens from birth are eligible to become president. The statute which defines the order of presidential succession, 3 U.S.C. 19, applies only to officeholders who are otherwise eligible to become president -- which means, among other things, that they have been citizens since birth. Even the statute didn't say this, the Constitutional requirement would trump any contrary language in the statute.
