Legal Question in Consumer Law in Nebraska

auto purchase loan

My daughter was going to puchase a used car and the dealership put intransit tags on it and let her take the car. She has changed her mind and she decided not to purchase the car. She tried to return the care with in 48 hours and the dealership will not accept the car back. They advised there is no rider recission. My question is this: they (my dauther and the dealership both) have not procured a loan for the vehicle so no actual loan papers have been signed. Is she still bound by law to honor the ''purchase of the vehicle''.
