Legally responsible of Water Bill
My boyfriend and I rented a house the water bill was in his name and social security number. I thought he was paying it but wasn't and he moved out. We were both on the renters argreement. I resigned the renter agreement under my name only but water company says I still owe the water bill. Is this true

Doesn't sound like it. A husband and wife living together can be held liable for basic necessities (including utility) in the name of just one spouse, but not boyfriend and girlfriend. You should consider trying to talk to a manager first, then making a complaint with the Nebraska utility commission.
