Friendly Fraud
My roommate took out a credit card in his dads name and charged $30,000 to it. If his parents file friendly fraud against him, can he go to jail?

This sounds like theft/fraud pure and simple: he took the credit line of another without permission. The fact that it was his father makes it even worse morally, but it's no different than common identity theft + financial theft.
If he pays it back and has a good relationship with his father, -in other words they agree to a resolution, it's not fraud at all. Just poor judgment.
Strong suggestion: the roomate should sit down with his father and work this out. Obviously Dad had the credit line to get an additional $30K of credit, so maybe the family can absorb the harm.
If charges are filed, the outcome is in the hands of the prosecutor.
I wouldn't send a child of mine to prison over $30K, but that's just me. Many people *would*.
