Playground dispute gone crazy
Could an accusation of mild hair-pulling between children (12 and 9 years old) whether substantiated or not be classified as an assault resulting in arrest/charges?

Hair pulling is assault, regardless of whether mild or severe. Charges may be brought with sufficient evidence or testimony. Juvenile court would have jurisdiction to hear the complaint.
