Can adoptive parent give child to another adoptive parent?

I do apologize how this must sound: When someone adopts a child, can they turn around and give that child to someone else? Let me explain. A relative has a child who is being taken away from him or her and the court will give the child to family. However, no family member can adopt and therefore recommended a family friend (who is like family) to adopt. The mother and father agree for this person to adopt but the courts will not let her do it and therefore want to place the child with adoptive parents in Nebraska where all this is going on. We live in California. I don't want this to sound immoral or anything, because we are good people and only trying to help a woman who wants to adopt and adopt a child that is our family member so that family may still see her as opposed to the child living in Nebraska with the adoptive parents and may never see her again. I guess I needed to explain why I would ask such a question, because it sounds harsh and uncaring, but actually we are trying to do what is best for the child. I mean we would not suggest someone who would cause harm to the child. So overall, could someone do this without getting into trouble legally? Please let me know at your earlist convenience. Your question is no doubt the reason that the child is being placed for adoption in Nebraska. The court and social services consider it to be detrimental for the child to have contact with the parents.
