Child Custody
My brother and his ex-girlfriend live in Nebraska and have a 16 month old son together. We are scared that she is going to leave with the child and go to Utah where her family lives. Can she take him out of state against my brothers permission?

Yes. Until there is a court order setting forth parenting time, either parent has equal right to the child and can travel with the child and even move with the child without the other's permission. If your brother is concerned, he should seek an allocation of parental responsibilities right away. If they are presently on friendly terms, he can explain to her that they just need to get their agreement into a court order format to protect both of them.
