Emancipation or at least termination of parental rights

I know that NE doesn't have a formal law on emancipation, but I was wondering what the options were. My boyfriend has had troubles with his parents his whole lif, though he moved in with his dad and step-mother only four years ago. His step-mother is manic-depressive bipolar and schizophrenic. His dad lets her kind of run the house even in this condition. He is currently being kept in his house, only being taken to and from school, and apparently grounded from work. They took away all contacts to anyone (his phone, his truck, and I have his computer). We have been in this situation twice before, once he was kicked out then threatened with the police if he did not return. His dad was so slick as to erase the message on his phone, telling him to pack his stuff and get out. His dad has also kept most of his money, once charging rent after making him stay in the unfinished basement, not giving him the option to leave. Sorry it was so long, there's still more to the story but hope its enough.

If he goes out and gets a job, an apartment, and supports himself, he can claim he is emancipated if the issue comes up in court, and then the court can address it. However, it sounds as if HHS should be involved. Another potential solution is if there is a family with whom he can stay, that family can call HHS and volunteer to be his respite foster care. Assuming that family has no issues such as neglect or cleanliness, HHS would likely approve them.
