asking /petition the court to move out of state

a girl friend of mine has custody of her 2 children and is trying to find out what she needs to do to move from nebraska to iowa. who does she contact/ what papers need filed/ or if this is even possible. thanks for your help

She would need permission from the court. Will the father object? An attorney can assist her in filing a motion to modify the custody arrangement.
