Termination of father's parental rights

I am living in the state of Nebraska. I have 2 children, age 7mo and 2yrs, the father has been contacted & and asked to see the children but has declined. He has not seen the 2yr old since jan 07' and has never seen the 7mo. He has my phone # & address and I have made several attempts to arrange meetings. He currently owes over $12,000 in child support. I would like to terminate his rights on the basis of lack of support as well as abandonment. How do I go about doing this? Everything I read says it is not possible. (The sold reason I wish to terminate his rights is because in the event that something happens to me I would like to know that I can decide where my children will be placed, instead of the children automatically being placed with (him), someone they don't know and one has never met just because he is deemed the father and has rights. Please help. Thank you.

Actually, your scenario would be a good one for pursuing termination of parental rights. The keys are lack of involvement and lack of paying child support. It's no guarantee, but if you hire an attorney it is worth a shot.
