Is my neighbor responsible

My neighbor shot my dog which was on my property. he admitted to shooting the dog. He said he intended to kill it because his wife was once bitten by a German Shepherd. The deputy gave him a citation of cruelty to an animal. my dog had to have his leg amputated. I live pay check to paycheck. Do you think I have a case for small claims court to handle the vet billsZ? thank you

Yes, collect your vet bills and an estimate of any future costs for medicine or treatment, information of the value of the dog [bill of sale, AKC papers etc] and contact the city prosecutor or county attorney's office. The judge in the cruelty to animals case may order restitution as part of the sentence. This will save you a trip to small claims court.

If the judge does not order restitution, you can take your paperwork and head to small claims court.

If your neighbor hires an attorney they may remove the case to county court. You should look into getting an attorney then.
