Resign or termination
If you resign or are terminated from a job what is the employer obligation to pay out earned vacation hours. I also ? if they should pay out sick hours earned and that are in a bank

If you are in a union or have a written employment contract, your rights are spelled out. Also, if your employer has an employee manual or handbook, I would want to review that.
Generally, if you can take your vacation now, you should be paid the equivalent if you leave, whether terminated or quit voluntarily.
