who is responsible for collecting rent
is it the landlords responsiblity to pick rent up from the tenant or does the tenant need to take the rent to the landlord??

It is the tenant's responsibility to deliver rent to the landlord by the first day of each month unless the lease provides otherwise.

The law makes no distinction. The tenant is required to pay the rent and without specific agreements about the issue in the lease can do so anyway that is normal and customary, such as mailing it, dropping it at the landlords, etc.
