Legal Question in Immigration Law in Netherlands

Foreigner transfer option from the US to The Netherlands
My son has a Dutch citizen ship.
We have requested him to be transferred-out of Calipatria state prison back to the Netherlands with help od our lawyers in the Netherlands.
The lawyers have comunicated with the Goverment in Sacramento.
The lawyer received a call back from the government in Sacramneto telling our lawyer ''We do not see any problem with the request of transferring a Dutch citizen back to the netherlands.
The prison counselors are intimidating my son at Calipatria, and refusing to give him the request form.
Everything is in place as far as I know from speaking in person with our lawyer back in Holland in his office.
The lawyer was still busy in court in the Netherlands to outline the right sentence in the netherlands for my son, and the plans for my sons rehabilitation,counseling, education, housing, assistance in job placement.

CDC in Sacramento called Calipatria about my sons transferring out to the Nethelands. Prison workers, especially prison counselors are extremely resistant to let my son go, and are trying to prevent it from happening. They even went as far as telling my son face to face, that they will do ANY thing they can to stop this transfer. Ourlawyer request help from a lawyer here in CA.
