How would a public administrator use k. Davis, Administrative Law Treatise, 3rd ed and what whould one learn?

Very little. You may be confusing the individual who in Nevada administers the probate estates of intestate decedents with government employees who, through administrative agencies, administer on behalf of the executive branch of government, regulations made pursuant to law.

This is an odd question. Davis is the leading authority on administrative law. If this area of law came up as an issue for the Public Administrator he would go to this treatise by Davis.
