I can't think of any reason why you couldn't start a business while you are in a Chapter 13. However, remember, while you are in Chapter 13, you are not allowed to borrow money without court approval. So if the business needs start up money, you will have to get that court permission or have anyone who gives you money for the business act as an investor, not a creditor.
Good luck!
