Can I form a LLC while going through bankruptcy in Nevada.

Probably not. Are you in a Chapter 13 or Chapter 11? If so, you should wait until you are done as you are not allowed to do anything that is not in the normal course of business.
Chapter 7 you can.

You can file such an entity post-petition just so long as you do not try to conceal personal assets from the Trustee or your creditors or make fraudulent conveyances or preferences.
