Retail Sale to a Minor
Can a retail auto dealer legally sell a automobile to a minor? Can a minor appear on any of the documents? (title, registration etc.)What governs this?

The answer is yes but the minor can disaffirm the contract until his 18th birthday, meaning he can give the car back to the dealer and get all of his money back, even if the car is totaled.
You would probably have to sue to convince a dealer of this though. I'm unsure if the minor can appear on title though if it gets past DMV there is probably no problems.
