Legal Question in Consumer Law in Nevada

I am buying a used car from a car lot. After I signed the contract on October 1st, I discovered that the car starts without a key and the passenger and back seat belts do not work. Is there anything I can do? I am buying it as is.

You truly answered your own question. You bought the car "as is," so you cannot now go back and claim a defect that you knew or should have known was present when you first saw the car. In the future, ALWAYS have an automobile thoroughly checked out by an independent expert for safety and operational defects before sgining on the dotted line. The whole idea behind an "as is" provision (and they are in virtually ALL vheicle purchase agreements utilized by used car lots) is that it shifts responsiblity for knowledge of defects from the seller to the buyer. It is highly unlikely you will find any sympathy or redress from the lot now.
