can i returned a car to the dealership if i change my mind

There is no law that allows you to cancel a contract for a car unless the dealer committed fraud. If the dealer sold the car at a location other than his dealership, there is an argument that the 3-day right to cancel a sale done at the customer's home applies.
If the dealer cannot obtain financing for you, you do not have to sign another contract. The dealer must refund your down payment or return your trade-in. If the dealer does not, file a complaint with DMV. You may have to retain counsel if the dealer will not refund the money.
