LIen exemption

i would like to know if the lien exemption law is a federal law or is it a state law , under New york law a disabled person is lien exempt from personal property being attached, such as their home and social security bank accounts, which normally would be attached under a judgement from the court

There are both state and federal exemption laws, and they often overlap. This is probably true especially for social security payments. There are also special laws for exemptions in bankruptcy which do not otherwise protect the debtor.

Why does it matter whether the law is state or federal?

Your best course of action would be to talk to a lawyer. If you cannot afford one, try Legal Aid. Your local bar association probably also has a panel of lawyers willing to help at reduced fees.
